Governor Lysenko is an official of the New Ceres Government, which is a local government of the Ceresian State. It became a puppet regime of the Human-Volterite Alliance in N.O.V.A. 2.

Overview

In N.O.V.A. 1, Governor Lysenko applauds Kal Wardin's success in clearing the mining facility on New Ceres of Xenos, and orders him to stay put to rendezvous with troops he sends. However, Kal’s life is in danger, once he's no longer useful.

Despite this, the attack would've continued and humanity destroyed had not Kal listened to Prometheus, escaped through a portal to the Xeno asteroid and convinced the Judgers to stop. It's extremely likely the marines Lysenko sent to meet Kal would kill him or arrest him and use him as a scapegoat as Prometheus said, and that Lysenko is one of the "cowardly leaders" to be "rendered unto Oblivion" for "pursu[ing] greed and power at the expense of their fellows". Him, and General Korolev - corrupt, cold-hearted, selfish leaders.
